Boosting Economy; Pakistani Version

In a hot day of May 2011 in Islamabad, I was walking along the road at afternoon.  I was feeling a need of a glass of chilled water or a cold drink.  When I reached at Haidri chowk on the junction of F10 and F11, I found a Dhaba and got a cold drink to quench my thirst. The place was also relaxing, as I sit down on a chair beneath a tree. A sense of gratitude comes in my mind, as it was a good treat after a long walk in this type of weather and circumstances. In a bright sunny day, one gets a peace of mind when he finds a chair in between the trees with a cold drink.

Dhabas (Chappar Restaurants) are the culture of Islamabad, found on different green belts in posh areas. These Dhabas are fulfilling the needs of general public since on affordable rates since years. You can also found these Dhabas on the side skirts of universities and educational institutes as well. At my university time, I am used to take lunch or sometimes only tea along with my friends and university fellows at Dhabas present at the outer boundary of International Islamic University, Islamabad. It was our routine for five years. At that time, I never observed that these Dhabas are providing services seven days a week from early morning to late night.

Today, when I was taking a rest under a tree, the surrounding enviornment took me back at my university times, where we used to chitchat for hours with cups of tea. I was enjoying my past memories when I heard a noise from Dhaba counter, when I realized that the two policemen took their lunch with paying the cost. When the owner of the Dhaba protested on their behavior, the policemen blamed that he is responsible for the fire in grass of adjacent park last night and he should have to bear the cost. At last, The owner of the Dhaba offers them 400 Rs along with free meal and let them go for their official duty.

After that I asked the owner, why he gives money to them? This little conversation gave me the answer that how these dhabas offer services with consistently, seven days a week. The owner told me that he belongs to Galiaat District Abbottabad. All the staff from cook to table man belongs to the same family.  They are living here without there families in tough conditions. This Dhaba is a place of earning for them in day time and a place of living at night. They visit there homes after a month or so, in order to earn more money for there families. So they don’t want to create a clutter with police here. If they do so, it will be hazardous to them and their business as well.  So it’s better to give some money to police twice a week.

On my further inquiry, he told me that he has to pay 21,000 Rs to CDA staff per month. It was an absolute wonder for me, may be this amount is not a big deal for a restaurant in Islamabad but the people who are familiar with Dhaba culture, they can well imagine this amount after analyzing the business activity of the Dhaba. The important thing in it is that, CDA staff is charging this fee only for land, the dhaba owner have to build the Dhaba at its own.

The owner told me that they can’t increases the prices because it will adversely affects their sales, so in order to bear this extra cost, they have to work more without any holidays. He further said that he is paying the cost of being a Pakistani. If he also belongs even to a third world country like Sri Lanka or Bangladesh than he could do his business without any interruptions and these policemen and CDA staff would pay respect to him.
Now, I realize that why it is so difficult to get even a clerical job in CDA. Job in CDA is considered to be working in a gold mine. I am talking about the unfair earnings only from Dhabas in Islamabad. There are so many other income generating projects of CDA staff in the capital. You can yourself imagine the income of the lower staff of CDA.

I have suggestions for government and CDA, one for each. CDA should legalize these Dhabas my making buildings in those areas for restaurants and shops and give to dhaba owners on rental basis.This will give security to dhaba’s business, earning to CDA, beauty for Islamabad in form of modern dhabas and reducing bribery and corruption culture in lower staff of CDA.

My suggestion for our so called democratic and public government is that, government should legalize corruption and bribery in the country. We all know that Pakistan has a poor tax collection structure. It will helps in more tax collections. When the income from corruption is declared legal and recorded, government will also collect more taxes. Hence a major portion of our national production and income will be recorded in GDP (gross domestic product) which is not included yet.I firmly believes it will boost the Pakistan’s economy like a ghauri missile. Than the current statement of Mian Nawaz Shariff will be justified that from now onwards Punjab will not take foreign loans. Remember, Mian Sahab pays only Rs 5000 tax annually as per their declared records. Also PPP is in federal government; definitely its contribution will throw in a major share towards boosting economy and in the supreme national interest.

  3. The down fall of dhabas in islamabad is growing.we are loosing our heritage and our culture especially the places which show our culture.

    In Islamabad you might have got the chance to visit a Dhaba.They depict our culture especially Punjabi truck culture. These small dhaba’s owners are not rich. They belong to poor families. And to fulfill their basic needs they open such Dhabas for their survival. Mostly labor class visits such places. In Islamabad, where technology is growing fast, side-by-side we come across these places, which cherish our memories of village life.

    we are loosing our heritage and our culture. CDA is very active in changing the look of Islamabad now a day. It is a good sign and improvement is giving people more and better options to enjoy beautiful Islamabad. On the other hand it is becoming too modern and elaborated.

    CDA is removing Dhabas and renovating them with artificial way. Now these dhabas are mostly changed in to tuck-shops. Where instead of crispy parathas we get sandwiches, mud bowls for tea are changed in to specious cups. Charpaise are changed with benches and chairs. But this all is not for free CDA is charging the owners who once run their own Dhabas. In return the tuck shop owners are charging high price for food and tea.

    In my suggestion CDA should promote these places, which on one hand benefit the poor owners and on the other hand will help keep the originality in less expensive way.

    Moving on to the bribery and corruption thing,change always come from the root level and then goes on to the upper level. Similarly, corruption always comes from the root level and spreads like a fire endangering the whole system.

    Everyone who is living in Pakistan at the moment is dishonest with him or herself.look at your own self, you don't know how to write and what to write, but still you are forcefully doing that,starting from the domestic level to the state level, people are engaged in several foul activities that endanger the whole system of Pakistani society. At domestic level, any person who has been given the authority to regulate the affairs of house makes corruption to fulfill his own interests. Then at societal level, anyone working in the office would want to leave before the office closing timings because he has his own priorities to catch up with. How can we possibly expect that our policy makers and politicians shall be exempt of this evil deed?

    The success of any nation lies behind its people such as seen in the case of China. If Muslims had worked hard the way they did during the independence movement, Pakistan had surely been on the heights of success today.

    People lost their sanity because they got lands and resources. As it is said: Power makes a man corrupt and absolute power corrupts absolutely', we got only corrupt people.

    The problem of corruption with Pakistan is not that the politicians are corrupt but because the common masses are corrupt. We, the public, are corrupt and in order to make Pakistan stand on its own feet we need to have our own self accountability. This is the only way to eradicate the evil of corruption from Pakistani society and thus from Pakistani politics, if we ever want to stand up as a nation.

  5. Good effort Mr. Asad, but again your grammar & de-chaining of thoughts are horrible.
    I tend to disagree with Huma's point that CDA is very active in changing Dhabbas into modern ones as I can still find many of them and in their genuine for. I second your thoughts regarding corruption, but the pont is how to get rid of it, only available option is to change ourselves 1st.

  9. No comments on CDA's abilities and performances!!!

    The same old story of corruption and the very infamous thoughts to legalise that into the system! I wonder sometime how come good begets from evil? but evil begets evil that's for sure!!!

    Sometimes i found your article very funny because they way you tried to legalise the corruption and expect corrupt individuals to be honest when documenting their corruptions! lol:) and economies does not survive on corruptions!!!

    Last but not least! PLEASE be merciful and do not use this color combination!!!! Very hard to read and just a spare of thoughts for someone with reading disabilities!!!!

    color is sharp as background

    i would like to give brief on "what is happening around us".

    you have just mentioned the one case of bribe, i m in advertising profession and we have to spent under table for each step in government organization. from taking order to clearance of payment, minimum 5% of total billing is a share of government officers (from small rank to big gun). what else you want to know?

    and one more important point, i pay 4200/- per month tax out of my salary. and i m not getting any benefit, in any shape from government and look at mian shahbaz sharif. the statement regarding not taking further loans, mian family is playing in billions of dollars. why they are going to care about pubic? they are just surviving their political career. the money they get by issuing election tickets to their party candidates is enough for them as a donation. the black money they own, the Swiss accounts they owned, all are hidden. not only Mian family the whole bloody political parties are doing same. now about TIP. Imran khan is now backed by ISI and most probably he is going to be a next prime minister.

    the target of americans is to break a part pakistan in 2015 but the current situations are showing that they are going to end their target in 2012.
    pray for pakistan. this is what we can do right now.
